Giving up on doing citserver-side REPORT parsing.

webcit and citserver are guaranteed to be on the same host now, and
performance over a unix domain socket is likely to approach that of
doing it the "hard" way anyway.  So I pulled out all the crap I was
adding.  It was making the data model very ugly.
